WRE’s Board of Directors

As a membership organisation, our Articles of Association detail two tiers of membership – Principal Funding Members (PFMs) who form a majority on the Board of Directors, and Standard Members who form the Strategic Advisory Group (SAG). WRE’s Board also has an independent chair, two stakeholder directors, and two Executive Directors – WRE’s Managing Director and Technical Director. A third tier of membership – Associate Membership – was added in 2025 to allow non-legally incorporated organisations and community groups to join WRE’s Strategic Advisory Group.

WRE is independent of any controlling interest by individual organisations or sectors, however we do depend on our Principal Funding Members to meet our day-to-day running costs.

The specific duties of the Board of Directors include:

  • Setting the overall strategy and vision for Water Resources East
  • Appointing the Chairman and Managing Director
  • Setting the remuneration policy for the Chairman, Managing Director and Technical Director
  • Approving the annual budget and the Business Plan
  • Appointing new Directors and approving applications for new Standard membership
  • Appointing sub-committees and specific working groups, and approving resources for the delivery of key workstreams

Dr Paul Leinster CBE

WRE Independent Chair

Paul has over 40 years of practical experience in environmental management, science, policy and regulatory development and implementation in the private and public sectors. He is Chair of Water Resources East, Bedfordshire Local Nature Partnership, the Upper and Bedford Ouse Catchment Partnership, and bpha (a housing association) and a Board Member of the Office of Environmental Protection and Delphic HSE.

From October 2015 to December 2020 he was Professor of Environmental Assessment at Cranfield University and a Member of the Government’s Natural Capital Committee. Immediately prior to this he was Chief Executive of the Environment Agency for more than 7 years. Prior to joining the EA in 1998 he worked for more than 20 years in the private sector.

Strategic Advisory Group

WRE’s Standard Members form our Strategic Advisory Group who meet 3-4 times per year (including our Annual General Meeting).  Standard Members each have equal voting rights with Principal Funding Members at our AGMs. Standard membership is free and open to all organisations that have an interest in the management of water resources in the Eastern region. WRE now has more than 180 Standard Members.

As formal members of the company, the Strategic Advisory Group supports and enables the Board of Directors to make informed decisions and are key to the co-creation of the Regional Plan. Membership is open and inclusive – and hopefully very diverse – to ensure that the broadest possible set of views are sought and considered early on and throughout the development of the Regional Plan. Members’ liability is limited to a maximum of £1, to be paid only in the event of WRE being wound up. Applications are subject to internal due diligence before being approved by the Board of Directors.

Consultation Group

The Consultation Group is made up of organisations who do not wish to, or are unable to, become formal members of the company, such as government organisations, regulators and customer representatives. Members of this group do not have formal voting rights at WRE’s Annual General Meetings, but are integral to bringing specialised knowledge, welcome challenge, and a broader national and regional view beyond the membership.

 

Technical Delivery Group

The Technical Delivery Group helps steer WRE’s Technical Programme. It is chaired by WRE’s Technical Director and consists of technical representatives from each of the water companies in the region, plus experts from the agricultural, energy, navigation and environmental sectors, as well as regulatory bodies.

Task and Finish Groups

Task and Finish Groups feed into the Technical Programme and help to focus on specific sector issues, such as public water supply, agriculture and the environment. Task and Finish Groups are set up as needed by the Technical Programme as it evolves and new priorities emerge.

 

Investment Board

WRE’s Investment Board consists of the members funding the Technical Programme underpinning the Regional Plan and related projects. The Investment Board agrees budgets and approves lines of expenditure. You can find out more about our funding structure in our [LINK: Business Plan].
